Reporting to the Manager City and Asset Planning, this pivotal leadership role oversees three direct reports and a broader team of 15 to guide the development and uplift of the organisation’s capital works and asset management capabilities. The role provides leadership to support the development and monitoring of a $280 million capital program as well as the strategic asset management of $3.5 billion worth of assets across the city. In order to achieve this, this role and the team need to be able to identify and respond to changing internal and external conditions, as well as effectively collaborate with others across the organisation to deliver a shared vision.

Key responsibilities will include:
  • Actively work to enhance collaboration with other leaders across Council and champion organisation-wide initiatives, strengthening alignment and the output of the teams to meet the needs of the major stakeholders within the organisation
  • Review and improve asset management and capital program systems to be able to respond to changing needs and innovations
  • Support the manager to improve CAPEX reporting and delivery, asset management reporting, and review and refocus the Project Management Framework across the organisation
  • Support Council’s reform agenda, taking a lead role in demonstrating and supporting continuous improvement, delivering the departmental transition plans and implementing corporate frameworks policies and procedures
  • Actively contribute and provide strategic advice to the Council, CEO, Executive (ELT) and Casey Leadership Team that is reasoned, logical and considers community expectations
  • Prepare reports, together with appropriate recommendations and present such reports to Council, Committees, ELT, Casey Leadership Team and other meetings, as required
  • Ensure that outcomes and benefits are managed and measured, and the Key Performance Indicators relating to the Department, as outlined in the Council Plan, are met or exceeded
  • Ensure all projects are implemented in line with Casey’s Project Management Framework
  • Ensure risks are managed in accordance with the Risk Management Framework and appropriate actions and controls are implemented
The incumbent will be expected to bring a high level of thought leadership, drive a contemporary approach to service delivery and asset management, engender a strong emphasis on customer service and provide inspirational personal leadership to lead a motivated, high-performing team.

We are seeking applications from established, respected leaders with proven leadership experience in Project Management, Asset Management or Capital Projects. High-level communication skills, a demonstrated capability to uplift capability and to develop strategies and policies to improve outcomes for the community are all critical, as is the aptitude to work effectively across the organisation and to partner with a diverse range of stakeholders, including Councillors.

The role calls for proven expertise managing diverse teams within a highly-complex, multidisciplinary organisation, a high level of political astuteness and exceptional communication and stakeholder engagement skills. Experience in Local Government or aligned public sector organisations would be highly beneficial for this challenging and rewarding leadership role.
