Reporting to the Coordinator, HR Business Partnering, the HR Business Partner plays a key role in delivering proactive, best-practice human resources support and strategic advice across the organisation. Partnering closely with employees and leaders across Council to enhance workforce capability, promote a positive workplace culture, and ensure alignment with Brimbank City Council’s organisational goals and values, the role will deliver end to-end HR advice relating to the entire employee lifecycle and support organisational management and change management whilst ensuring compliance with relevant legislation, policies and industrial instruments. The role is vital in shaping Brimbank City Council’s people strategy and enhancing the employee experience.

Key responsibilities will include:
  • Coach and influence leaders to strengthen people management capabilities, with a focus on employee engagement, high performance, and positive cultural change.
  • Provide strategic HR advice and case management support on a wide range of complex matters including employee relations and performance management
  • Support leaders in understanding and applying the Enterprise Agreement, policies and legislative requirements in decision-making.
  • Build strong, collaborative relationships with internal stakeholders across all levels of the organisation, balancing competing priorities and aligning HR initiatives to business outcomes.
  • Oversee end-to-end recruitment activities, including advising on strategies, supporting selection and onboarding processes, and promoting best practice approaches that support diversity and inclusion
  • Guide and support colleagues to ensure the timely and accurate delivery of HR activities including annual discussions, probation reviews, and recruitment-related administration
  • Lead or support organisational change processes, working closely with leaders to design, implement and communicate structural or operational changes in alignment with workforce strategy
  • Collaborate with the HR Business Partner Coordinator and/or Employee Services Coordinator to manage and resolve employee relations issues, grievances and workplace disputes and investigations with professionalism and confidentiality
  • Identify opportunities to enhance HR value and contribute to initiatives that build leadership capability, improve culture, and support employee engagement, diversity, and inclusion
  • Actively contribute to the continuous improvement of HR systems, processes and policies, working closely with Payroll and other internal stakeholders to ensure seamless service delivery
  • Stay abreast of current and emerging HR and ER trends, legislative changes and best practices, ensuring contemporary application across all HR activities
Applications are sought from experienced People and Culture practitioners who bring 5+ years’ experience in an HR generalist or business partnering role, with strong ER knowledge and case experience. Impeccable stakeholder management skills are critical, with the ability to build strong and trusted relationships at all levels.

A degree qualification in Human Resources, Employee Relations or related discipline with relevant experience, or equivalent substantial specialist experience, will be expected, with a working knowledge of industrial and employee relations legislation and frameworks including the Fair Work Act, OH&S, equal employment opportunity and any employment related legislation.
Excellent analytical, problem-solving and conceptual skills and the ability to manage multiple priorities and influence outcomes in a complex stakeholder environment will set you up for success in this rewarding, impactful role. Experience in Local Government or a similarly regulated environment would be desirable, but is not essential.
