The Strathbogie Shire is a vibrant and progressive rural municipality located about two hours from the Melbourne CBD along the Hume Highway. It is made up of diverse and picturesque communities served by townships such as Euroa, Nagambie, Violet Town, Avenel, Longwood, Ruffy and Strathbogie, bordered to the east by the Strathbogie Ranges and to the west by the Nagambie Lakes district. The area is renowned for its natural beauty, agricultural production, horse studs, wineries, restaurants, local produce, rich history and much more.

Reporting directly to the Director – Sustainable Infrastructure, with oversight of 3 direct reports and an overall team of 15, this diverse and impactful senior management position leads Council’s integrated approach to capital works delivery, project management and asset management. It is responsible for developing and embedding sound project management practice throughout the organisation, leading and managing a range of high-quality asset services and programs and developing and implementing Service Planning responding to changing community needs, ensuring that Council’s Asset Management Plans reflect these and that the Shire’s assets are sustainably managed.

Key Responsibilities
  • Lead and develop staff across the department responsible for capital delivery, project management and assets, combining technical expertise with a strong customer focus
  • Lead the ongoing review of policies and practices within the department to ensure they are appropriate, efficient and responsive to customer needs and expectations
  • Drive the effective use and development of Council’s asset management system and processes with a key focus on long term planning, investment and use.
  • Develop and deliver a program for establishment of Asset Management Plans for all asset categories
  • Manage the development of asset management and renewal and capital works programs for both the Long-Term Financial Plan and annual budget considerations.
  • Oversee and manage the development of a ten-year Capital Works Program
  • Provide overall leadership of the implementation and delivery of the portfolio of projects, through all stages of a project lifecycle, developed as part of the ten-year Capital Works Program
  • Manage Council’s Project Management Framework providing ongoing reviews to improve Councils project delivery capability, developing and maintaining a Project Prioritisation Framework and process.
  • Oversee Council’s engineering response for Planning referrals, developer agreements, Road Management Act approvals/compliance, Traffic/Parking/Heavy Vehicles activity
  • Manage the preparation of annual budgets in line with the service plans
  • Promoting continuous improvement of the systems, processes and corporate reporting of the Assets Planning Department to improve access, efficiency and effectiveness.
As a key part of Council's senior management team, the incumbent will work in project teams and cross directorate working groups, establishing strong and productive networks with State Government and community agencies, and working collaboratively with peers to ensure integrated delivery of core services.

Applications are sought from candidates who bring demonstrated senior experience in diverse strategic or operational infrastructure delivery roles. Relevant tertiary qualification in an engineering discipline or equivalent will be expected, with extensive experience in the delivery of Asset Management and/or directly related to the planning and delivery of infrastructure services and programs. Candidates must also hold, or be eligible to hold, Registration Professional Engineering or Chartered Engineer status in Civil Engineering.

Highly developed analytical and conceptual skills will allow the development of innovative, evidence-based planning and a demonstrated understanding of the principles of sound community engagement and experience in effective practices will be critical.
