Reporting to the Executive Director, the role leads the delivery of key community services across Parking Compliance, Local Laws, Animal Control and School Crossings. Leading highly skilled direct reports and an overall team of 120+ staff, this key role will provide strong management support to the Executive Director, the broader Executive team, CEO and Councillors, acting as an advocate for high quality, best practice services across the municipality.

Key responsibilities will include:
  • Lead and manage the Department and its resources to deliver quality, effective, responsive and efficient customer focused services, supporting the Council as a high performing, organisation that partners with community
  • Develop, implement, and manage programs and projects that protect, enhance and develop the City’s services
  • Embed a proactive, preventative and educational focus that emphasises the health and wellbeing of individuals and communities, while meeting statutory responsibilities
  • Promote a collaborative and high performing culture, supporting and driving efficiencies to deliver service excellence
  • Provide leadership in and influence on the delivery and maintenance of high levels of amenity in the public realm
  • Develop and maintain a key emphasis on continuous improvement and the application of contemporary, Best Value principles in the design, implementation and management
This position will also be required to undertake roles and activities related to Emergency Management in preparation for and during times of crisis and is generally also appointed to the role of Municipal Fire Prevention Officer under delegation by the CEO.

Candidates will bring appropriate tertiary qualifications in the Regulatory Compliance field, substantial senior level experience in areas of relevance to this portfolio, highly developed analytical and conceptual skills and a demonstrated understanding of the principles of sound community engagement and amenity. Of critical importance will be the ability to contribute to the overall constructive culture of the organisation, with a genuine commitment to embedding the organisation’s values across the team and across Council.

Candidates will bring demonstrated strategic ability, well-developed people leadership skills and a proven ability to develop and proactively implement Council’s strategies, policies and programs to ensure that service delivery remains contemporary and fit for purpose for the municipality. A motivation to drive change and the ability to maintain a high standard of personal and professional integrity in a political environment will position the incumbent well for success in this highly rewarding and impactful role.
