Reporting to the Director Assets and City Services, this position is one of Banyule’s key senior management roles, strategically leading and directing the organisation in the areas of capital works planning and delivery, building program management, project delivery and asset management. The Manager will be a key advisor to the Director, Executive team, CEO and Council and will inspire, lead and develop a team of Project Managers, Engineers and technical experts to deliver Council’s $70m+ capital works program.
This role is offered on a 12-month contract basis.

Key Responsibilities
- Develop the 10-year capital works program for Council.
- Plan, design and deliver the capital works program for the majority of Council’s capital works program, including monitoring and reporting
- Oversee the renewal of Council’s physical infrastructure assets including roads, drains, street furniture, buildings and footpaths.
- Lead the development of asset management policy, strategies and plans for all council’s infrastructure assets.
- Liaise with key stakeholders and undertake community consultation on works and strategies.
- Lead a whole of lifecycle strategic and operational approach to asset management to ensure a holistic view of Council assets and the development, renewal, maintenance, acquisition and disposal requirements to meet Council’s financial sustainability goals
- Lead the ongoing review of policies and practices within the department to ensure they are appropriate, efficient and responsive to customer needs and expectations
- Provide strategic team leadership and develop staff in accordance with Banyule’s values and behaviours, ensuring appropriate training, support, systems, and tools to lead and build capability around planning, investigating and delivering the building program, including major projects
- Embed best practice processes and systems to deliver projects according to project planning, financial management, procurement, project management, resource management and risk management
Applications are sought from candidates who bring demonstrated experience in asset management, project management, capital works planning and delivery, management, monitoring and reporting. Tertiary qualifications in Engineering and/or a related discipline will be expected, along with a high level of strategic thinking, a track record in leading high-performing teams and strong technical expertise in effective management of the planning, design and delivery of multiple projects and building works. Experience of the Local Government sector would be an advantage but is not essential.
Excellent leadership skills, impeccable communication skills, a high standard of personal and professional integrity and a creative approach to problem solving will set you up for success, as will the ability to work successfully in a political environment.
