Reporting to the Director City Life, the Manager Healthy Connected Communities provides direction and leadership to support, enhance and advocate for the health, wellbeing and connection of the community in the City of Melton. The unit delivers a diverse range of community services including Library operation and learning programs, Council delivered and community empowered Arts and Events programs, Council’s community grant program, Health and Wellbeing research and program development, and Community Partnerships and program delivery.
A key part of the Council Senior Leadership Team, the Manager will provide strategic leadership to a multidisciplinary team, respected advice to Council and will foster strong partnerships across the organisation, community, and government, and ensure that the programs and services remain aligned with best practice and policy frameworks whilst delivering value for money to the community and remaining fit for purpose.
Key responsibilities include:
- Provide leadership and strategic direction to a high performing, collaborative and empowered team, effectively managing performance and change, identifying current and future staffing needs and coaching, mentoring and developing staff
- Manage and oversee the new Business Unit to ensure strategic and operational objectives are delivered in accordance with financial and community expectations and are aligned to the Council Wellbeing Plan
- Develop and maintain effective relationships with both internal and external stakeholders, including all levels of government, to ensure service and funding agreements are negotiated and delivered
- Identify gaps in the service provision and ensure that future planning addresses growth in the area of Healthy Connected Communities
- Develop effective strategies and plans to manage Council’s facilities that support community engagement, participation wellbeing and lifelong learning
- Analyse available data and trends, and work with internal and external stakeholders, to lead the development and periodic review of a strategic agenda to support the changing needs of the organisation and the community
- Drive a culture of continuous improvement across the department, including reviews of service delivery options, opportunities and development of plans for innovative models of service delivery to meet growth and changing community needs in a sustainable way.
Potential candidates will bring significant experience working across delivery of community services, proven expertise in managing diverse teams through change and transformation, a high level of commercial acumen including financial capability, and exceptional communication and stakeholder engagement skills.
Tertiary qualifications of relevance to the role are expected, along with significant management experience in social sciences or human services and extensive customer service and employee management experience in community planning and development or similar services. Experience in the local government sector would be advantageous, with the ability to analyse trends within the industry specifically to Victorian Public Sector.
Extensive demonstrated knowledge and understanding of Library operations is critical, with the ability to strategically leverage library facilities for initiatives that empower, advocate and enhance wellbeing within the community.
