The City of Moonee Valley is to the north-west of Melbourne’s CBD, ideally situated between the City and Melbourne Airport and made up of 13 neighbourhoods, each with its own distinctive character and identity. Moonee Valley is a diverse, primarily established residential municipality, with a population of approximately 126,500 people, which is expected to grow to 156,500 by 2040. Complementing its residential areas is an eclectic mix of retail strips and centres, combined with offices, industrial areas and Essendon Airport. Reporting to the Director Enabling, this is one of Council’s highest profile and most critical leadership roles. The Manager will have primary responsibility for the full range of People and Culture services, but this is not a traditional HR role. We are seeking someone to bring high-level, strategic and contemporary thinking to lead change across the organisation and to be a vital part of Council’s organisational transformational journey.
The role provides strategic leadership to develop an inclusive and high performing culture while providing effective and efficient people services that support the health and wellbeing of the workforce and deliver value to ratepayers.
Key responsibilities will include:
- Leading Council’s People and Culture (P&C) function, partnering with stakeholders at all levels to drive change and improvements to culture and people experience
- Delivering strategic advice and contemporary P&C services and initiatives to strengthen organisational culture and development
- Developing and implementing strategies to improve wellbeing and safety across the organisation’s 1000+ employees
- Fully embracing and driving the use of contemporary technology and AI to drive transformational change
- Providing strategic recommendations to the Director Enabling
- Building organisational capability across people management and professional development
- Drive the development and implementation of a range of policy and strategy positions relating to the portfolio functional areas
Applications are sought from experienced people leaders who bring demonstrable experience of driving strategy and change with a high level of expertise, lifting organisational capability within a complex medium to large sized organisation, ideally within the Government or Community Services sectors.
Tertiary qualifications in a relevant discipline will be expected, along with significant senior level experience and excellent analytical, problem-solving and conceptual skills that will enable the development of innovative and evidence-based plans, programs and responses.
The role calls for demonstrated experience in a complex environment managing multiple awards and diverse portfolios, and applicants will also have a demonstrated commitment to inclusion, with experience in building employee capability and performance and excellent communication skills.
