One of our key Local Government clients is seeking a Strategic Property Lead on a 12 month contract to contribute to the specialist administration of Council’s property portfolio. This role offers an exciting opportunity to influence long-term asset strategies, contribute to innovative property initiatives, and ensure transparent, compliant management of leases, licences, acquisitions, and disposals, all while helping to shape the sustainable use of public assets for our community.
The role will contribute to high quality decision making regarding Council owned and/or managed properties, with emphasis on management of leases/licenses, sales and acquisitions and all administrative matters relating to Council's property portfolio, working to ensure that Council properties are fit for purpose and utilisation and value for money is optimised.
Some key elements of this role
- Monitor Council’s property leasing budget including status reports, budget forecasting and profiling of lease income.
- Review property assets and contribute to long-term strategic planning with commercial and social considerations.
- Develop and implement strategic property initiatives, including sales, leasebacks, and divestments.
- Prepare reports and provide insights that assist Council and leadership with property matters influence long-term management and use of Council’s property assets
- Continually assess and provide options to optimise the use and return on Council's property portfolio consistent with Council objectives.
- Liaise as key contact for all internal service representatives that manage Council's relationships with external organisations that occupy Council property under leases, licences or other occupancy agreements.
- Implement and administer leases, licences and other agreements in conjunction with the Senior Commercial Property Officer to ensure Council's interests are fully protected.
- Draft reports and recommendations to the Executive Team and Council. Ensure where appropriate, leasing arrangements comply with Council's obligations under the Retail Leases Act 2003 and considered in accordance with the Local Government Act 2020.
- Ensure timely delivery by tenants and occupants of information (i.e., financial reporting & audited accounts, insurance certificates, liquor licence permits, and membership numbers) required to be submitted under leases/licenses.
- Assist with property sales and acquisitions in accordance with legislative requirements and aligned to Council strategic community services objectives.
- Investigate, report and resolve property related issues including any illegal occupation and obstructions over Council property.
- Maintenance and management of Title Register for Council owned Property
- Provide property advice and support to internal and external customers on all property matters.
Applicants will be seasoned people leaders and strong collaborators with a strategic and innovative approach and strong real estate/property and asset delivery skills. Relevant Project Management experience is fundamental in areas including contract management, establishment, negotiation, monitoring and reporting and the applicant will be highly skilled in negotiation, and adept in the preparation and presentation of reports and submissions to various audiences, including Councillors and community.
Tertiary qualifications will be expected in Property, Business, Law, or a related field, with a minimum of 3 years’ experience in property management, urban planning, or similar, preferably in Government. Strong financial and budget management skills, and a proven ability to review property portfolios and deliver development strategies, including acquisitions, disposals, and redevelopment, are critical, along with excellent communication and interpersonal skills and the ability to manage multiple projects independently and within teams, meet tight deadlines and contribute to organisational improvements.
